*i think* you load 98 then load NT over it... but I'm a bit dizzy and could be azz backwards. I'm pretty sure that's right, Then NT should let you boot it from the NT 4 or NT 4 VGA Mode or Windows option.
The Win98 drive has to be FAT16 because NT4 can't handle FAT32. There are all kinds of schemes and strategies for getting NT4 to work with Win98. When I did it I used a boot loader from An old NT5 Beta version.
