dual booting xp

I have XP installed on C:
I have a D: drive with a bunch of data
I have an E: drive that is empty
I have an F: drive with a bunch of data

I want to install a fresh copy of XP on E: and dual boot the 2 XP installs

When I try to do this it says Windows wants to copy some files to F: but that there is no partition that Windows supports to do this...all drives are NTFS...any ideas?
