Which to load first?

1) Partition drive using M$ Server
2) Load 2003 server
3) Load Linux

1) Partition drive Using Linux
2) Load Linux
3) Load 2003 server

Always load Windows first. It's bootloader is capable of loading other OSes but it's a huge PITA and isn't smart enough to set them up for you so you'll have to fix it manually after the fact if you install it second.
