To install two Windows and make it dual boot using Microsoft boot manager, you have to install older operating system first. (Only newer OS knows how to detect the older OS)

Edit: I always preferred XOSL for multi-boot. XOSL sits on its own small (2MB?) DOS partiton and present you with a list of all available Operating Systems on boot. Try that only if you have a floppy drive in your system, since you might have to take backup of the boot-loader and settings.

XOSL

As Hasu said, the older OS needs to be installed first normally.

The other problem may be that the version of 2000 you are using may not see a drive/partition over 120 gig. I believe it takes SP4 to see drives bigger than that.
