dual boot with 2 hard drive question

is there a waqy to have to 2 hard drives with an os an each and when you start your pc have a choice between which to boot to? i just tried and and for 1 startup i had a choice but then the choice went away the next time i booted
 
not using a bootmanager, when i dual boot with a single drive the option just comes up when i power on, cant get the option menu to come up using 2 hd's, im using w7
