While it is possible, why don't you see if you can get your hands on the MUI for Win2K?
The Multi-language User Interface pack allows you to use a single installation of Win2K, and switch between language interfaces, say English Win2K with the Chinese MUI allows you to select Chinese or English for the interface.
If you merely want to read and edit documents, Win2K already has native support for most languages, and does not need a full installation of the OS in another language. Go to Regional Options in the Control Panel, and activate the languages you want. You may be prompted for the Win2K CDROM.
For full document editing support though, you can try to get a hold of the Office 2000 MLP MultiLanguage Pack, which would probably be better, depending on what you want to do.
