Dual 3TB External Hard Disk problem !

I have just purchased 2 3TB Seagate Freeagent GoFlex external drives. I have connected the disks to Windows 7 32 Bit Professional System. The problem is the system can show only 1 Drive at a time, I swapped the USB ports etc. no solution ! Is it because of the 32 bit operating system ? any workarounds ?
 
Are these 2 separate 3TB drives in 2 separate enclosures or are they in a single enclosure and set up to RAID 0, 1 or something else?
 
Is there an onboard or expansion USB3 you are using? I know my PCI-E usb3 card requires a molex for power. since USB3 draws more power it could be why just one works at a time. If its onboard check if there is any motherboard placements for additional power input.

I know it is kind of a long shot but its worth checking out.
 
this sounds like the drives are trying to use the same drive letter.

To check this make sure both drives are connected and on then:
click the start button
right click on the my computer icon
in the menu that appears left click on manage
In the window that appears in the left hand frame expand the storage list
click on disk management

The center frame of the window will update and show all the attached drives from here you can see if there are any drives with the same letter. If there are simple right click on one of the drives and choose to "change drive letter and paths..."
