Dual 12V rail...what does it mean?

Here is my assumption...half the power cables supply power from one rail, the other half supply from the other rail. Is this so?
 
Well, generally it just means 2 12v+ rails. The way the PSU divvies up the power depends on it's design. Usualy each will be rated at it's own specs.
