DTV to Analog converter boxes

The last I read, when the FCC does the "analog shutoff" and resells the reclaimed spectrum to new uses, they expected to make about 24 billion, four of which they'd use to rebate the cost of DTV to Analog converter boxes (forecasted to be about 2 x $40 per household) for the poor schmucks who still have analog TV's.

I read this about 6 months ago, and at that time, it was probably 6 month old info.

Is anyone aware of progress with dates and information on this plan?
 
Any ATSC external tuner will work on an analog tv. They usually include composite and S-video connections on them.

Thank you. That's what I'm talking about. It's those boxes that the FCC was talking about rebating households the cost of with part of the proceeds from reselling the bandwith.

Know anything about the progress on that?
