DST tzmove outlook problems

Hi, I am trying to get this working right. Right now its via several virtual PCs, but I don't want to try this on a client networks with 2k or xp wksts that run outlook 2k xp and 2k3 since its not working for me. If its xp sp2 i run the DST update for the OS, i can check it via the tzedit for my time zone and it shows the changes. if i had several appointments in the outlook 2k3 calander (2 before the DST new date) and 2 after the DST date. the times remain correct for the 2 appointments before the second sunday, but are off by one hour after the second sunday in march (normal and should be like this since i have not run the tzmove yet.) However, my problem is when i run the tzmove, from what i read, i leave the defaults as is, then just go through the prompts and it should want to update the timezone changes for DST in the calander, however it does not find any to move. If i were to change the time zone to something different than the orig, it changes the times, change it back and its wrong again. what am i doing wrong using the tzmove? thanks. i tried this via 2 xp sp2 virtual pc, with both an outlook 2k3 on one and outlook xp on the other. both have the issue with tzmove not working right for me.
