Currently trash is allowed to be put out starting at 4PM, which is in fact the earliest of any city in the US allows trash to be put outside.

I sure as hell don't know how other people do things. Or why.
That trash placement has specific hours of limitation is news to me.
Who does or does not would therefore be a complete !@#$ing mystery.

Regardless, your point on many cities predating vehicle infrastructure is certainly valid.
But no one outside would ever have an idea about all the implications.

What do you bet that if too many monkeys lived in the same tree the tree would eventually die from being poisoned by monkey shit. Some monkeys might trade many bananas to live in such a tree in it's prime; not so much when it is dying. Shit and move worked for millions of years until habitable new territories begin to disappear. Rats, of course, have a solution to this. Too many rats and they turn on each other.

Monkeys figured it out many moons ago, they each claim a tree and fight to the death to defend it.

We got too many monkeys in too few trees right now.

Every city I've ever lived in, all suburban, have ordinances on when trash can be taken out.
Living in a suburban/rural mixed area, Waste Management says not to put your cans out before 6 pm. People violate it on a regular basis and really nobody cares.

Yeah, it's rarely enforced, but it's still there. @Jaskalas was saying he'd never heard of a time limit.
