DSL speed

How can Itell the actual speed of my DSL, when I am downloading it tells me how fast it is but I wat to know about just plain old surfing

DSL Speed capacity is the same for File Download or Surfing.

It is measured through downloading since surfing is too sporadic to yield a stable measure.
