Ok, i formated my computer about 2 weeks ago everything was working fine, then one day my internet was going really slow and download speed was 9kbs when it normally is 80-150kbs it starts out at normal speeds for a couple seconds then just jumps down to 8-12 and stays there, also you could see the difference when loading a site.

i dont have a wireless connection, i ran my anti virus and spybot search and destroy, and did windows update
 
Assuming you already powercycled your equipment (modem/router/cpu). Double check DSL filters, EMI, if you have speedstream 5100b/2wire modem login to modem and check sync rates, or else call 877-722-3755 and ask for second tier support.
