I've been set up with ADSL from Pipex (UK) for the past 6 months, using a D-Link 300G+ ADSL modem connected to a Belkin Wireless Gateway/Router - forgotten the product code but here's the link

The ADSL line goes to the back of the ADSL modem, and then an ethernet cable runs from the the modem to WAN port on the Router. LAN port 1 is connected to my home PC, running Windows XP Home. I plan to add two more PC's soon and my wife uses a Win XP Pro Laptop with a wireless network card to connect up.
I also use a Toshiba e740 Wi-Fi PDA to connect using the wireless router.
Now here's the problems......
Firstly, I cannot always access the Internet - Pipex uses 'sticky' IP addresses, not truly dynamic so they change after a day or so. Once they have changed, I normally have to reboot the PC which sorts everything out and everything connects again. Alternatively I can log onto the ADSL router and click Refresh a few times and the status changes to Connected.
This is more annoying than anything else, I don't leave the PC on all the time (mainly because I live in a small flat and it's a bit noisy) so would like to just switch on and have access on the first boot. Any ideas?
The second problem is peculiar - even when everything is connected, I cannot logon to my ADSL modem (the DSL-300G+), but I can ping it's address and it replies fine - has anyone else seen this?
