DSi XL Update Issue

I recently purchased a dsi and connected it to the internet. When I click system update it says there is one available and I download and install. Once it is done installing it says system will now shut down. I turn it back on and click system update and it constantly tells me there is an update and it updates the system. Is this normal or am I doing something wrong?
