I wanna fullfill a lifelong goal to learn to play drums (in between further learning to play guitar). Would I find this to be junk from near the beginning? Would it be something that as soon as I got picked up some of the basics, say later this year, that I'd discover I want something better? Or is it something I probably would be satisfied with unless I got really into it and became pretty good?
 
A $600 set is a great starter kit. When it comes to drums, you're typically only unhappy with them when you hear a difference between your set and another set (most common) or you play on a higher quality set. When you go back to yours, you'll notice a difference and it will stick out each time you play.

My recommendation is that you shouldn't play on a significantly more expensive set until you're ready to buy it because you're going to go back to your set and be all like "man this thing SUCKS!"

...because... well... because it does.
