MEXICO CITY ? Mexico's Congress approved a bill Friday that would legalize drug possession for personal use ? decriminalizing the carrying of small quantities of marijuana, ecstasy, cocaine and even heroin. The only step remaining is the signature of the president, whose office indicates he will sign it, despite the implications for the war on drugs.

The bill, passed by Mexico's Senate on a 53-26 vote with one abstention, has already been approved in the lower house of Congress. U.S. officials had no immediate reaction on what this means for Mexico's fight against drug trafficking ? or the vast numbers of vacationing students who visit Mexico.

"The presidency congratulates the Congress for approving the reforms," presidential spokesman Ruben Aguilar. "This law gives police and prosecutors better legal tools to combat drug crimes that do so much damage to our youth and children."

CountryWatch: Mexico

The bill legalizes possession of 25 milligrams of heroin, 5 grams of marijuana (about one-fifth of an ounce, or about five joints), or 0.5 grams of cocaine ? about half the standard sale quantity, though half-size packages are becoming more common. It also lays out the legal limits for possession of a wide array of other drugs.

"No charges will be brought against ... addicts or consumers who are found in possession of any narcotic for personal use," the bill reads.

Just the thing to keep potential illegal immigrants in Mexico.

Dude, I am so wasted. Where the heck is the border, we've been walking for two weeks(in Spanish)

I think drugs should be legal. Free up our prisons and let everyone kill themselves with hard drugs. Natural punishment.

i agree with this move, legalize personal use so that the people involved will be more willing to tip the cops off about violent offenders...i think that the current laws produce a criminality in the mind of people because they are too far reaching

I don't quite get it... they legalized possession but not sale?

edit: I actually think it's a good move... I predict a vast number of US tourists shifting their vacation destination from Amsterdam to Mexico. heh.

LOL, Not a lot of experience in Mexico I see.

Experince has nothing to do with it, prohibition does much more damage than the drugs themselves.

Not that I advocate drug use, but good for them. There is no winning a war on drugs. People are going to get them anyway. Laws do not change use. Look how much money we spend here in the US, tracking and arresting people for drugs. It's a revolving door.

Its a very good thing, the US needs to wise up and take some steps in the right direction. A rapist can be out in 5 years but a marijuana grower get a manditory 20. Its a strange system.

Why do you believe there is so much money involved in the drug trade even when it's illegal?

If you're a drug dealer, the last thing you want is the drug to become legal.

Thats great news, the war on drugs is a failure and its good to know that people are finally coming to thier senses.

You cannot stop capitalism, if enough people want a product there will those that will supply it. The Soviet Union could not stop capitalism, why do stupid politicians here in the US, which is supposidly a capitalist nation think they can.

Prohibition only increases crime and makes it more profitable.

End prohibition and get the government out of the lives of its citizens.

In the late 19th century the Chinese did that with Opium. Basically setup state-sanctioned opium dens. It worked.

Hell at the turn of last century Doctors were prescribing heroin to Alcoholics. It was considered a miracle cure.

Where as drunks would often argue, fight, and cause problems people on heroin would be more passive and just sit there. Yes some users would die but when compared to the problem that alcoholics posed it was judged to be better for society.

IMO they had the right idea.

China was forced to accept Opium in the Opium Wars. The Britons and other Western colonial powers wanted to export Opium because of their trade deficit with China. And the consequences were far-reaching and in some aspects devastating for China.

There are examples of legalisation or decriminalisation of drug use that were successful to a certain degree (weed in some countries, Heroine programs in Switzerland) but given its origin and consequences, Opium in China is absolutely not in this category.
