The only way I could see that happening is if he jumped, started spinning a little backwards so that when he landed on the fence, it was like he almost cleared the fence, however his body made it over and his head didn't. The body flopped down the the ground and rolled over. I admit, the whole thing doesn't look likely, but stranger things have happened.

This is amazing. Everyone assumes this is fake ithout even reading the REAL media reports about it.
What is even more amazing, is that because they did not read the reports, they cannot understand how it happened.
Read the story of how the guy fell.
See that brick wall behind the fence? That's a retaining wall. Atop the very high retaining wall (35 feet high according to reports) is the highway overpass he fell from.
So we know he fell from a great height. NOW it's not hard to see how this happened. As he fell, he flipped over at an angle at which his back was facing the ground. The back of his neck struck the fence post, and his head was torn off while at the same time being pinned onto the fence post. His body flipped forward and came to rest where you see it.
If you look at the fence, you can see that the force of impact caused it to bend. He hit that fence HARD.

Sadly enough, this reminds me of that one mod for Quake, where you could blow off limbs, and then eventually, chop of the head with the axe...
