Do you have any facts that show the "big money" which these mules are making to bring in drugs to the United States, or did you just pull that out of your ass too? I'm not sure what illusions you are operating under, but from everything I've read in the media, drug mules are some of the poorest, most vulnerable people in the population. That's precisely the reason *why* drug cartels can take advantage of them.
You don't really think that literal metric tons of drugs make it into the US because they are scared of jail time do you?
