When we have a pet in the car with us, it stays in the backseat or passenger side. Never with the driver. If on the floorboard and it gets in the drivers way, how could you brake? You'd have to stop your dog pretty hard.
Just had an accident on the toll road here last week when a truck ended up on its side because the trucker's cat jumped on the window.
Not to mention even if the pet doesn't cause the accident, it could be killed/hurt/freak out and run away in the event of one. I don't see how an hour on your lap in the car is worth potentially losing your pet forever.
