Drives not spinning down on onboard sata

My 775 machine has four hard disks and an SSD. Since the board has only 4 sata ports one drive is on a silicon image pci card. After reformatting and reinstalling 2008 R2 only the one drive on the pci card spins down. All of the drives used to spin down before reformatting. Am I missing something? I keep the system running all the time so I imagine spinning down is a good thing although correct me if that is wrong.
 
If the drive is receiving power it is not supposed to spin down. Constant spin is the healthiest mode. The exception is sleep and/or hibernation.
