Umm, maybe you don't know this, but the speed limit is the fastest that you are supposed to drive not the slowest. Pretty much this whole post is worthless.

First off it isn't the fast lane, it's called the passing lane. Wanna know why? So you can pass people on the left who are going below the speed limit in the right lane. Want to know something else? The speed limit still applies to the passing lane. And I know it's bad form to answer a question with a question, but I feel I'm justified in echoing back this little gem "Who the hell taught you to drive anyway?"

Not necessarily. Traffic flow has to be taken into consideration. A person going much slower than traffic flow can be fined, not just the excessive speeders.

Actually he is correct, the limit is the limit.

Though the left lane is a passing lane only. So if someone is just sitting in that lane and has room to get back over with no one left to pass then he is now illegal.

People fined for under the limit must be posted, in many states it's 15 mph under the limit.

Well actually, this is more dependant on where you are. The cops here in the Toronto area will look past speeders if traffic flow is going above the speed limit. But if someone is slowly chugging along impeding traffic, 9 out of 10 times, they will get ticketed here.

i don't hate the right laners as much as i hate the "can't stay a constant speed" folk. I'll be driving along, holding at 70... and a car will be going 65 or so and i'm to the left of it. as I approach, they speed up to match me. I don't care that much, except when I'm gradually passing them so I can get over to the right.

wait, why don't I just slow down and go around that way? because when I do.. THEY SLOW DOWN TOO.

don't try to understand it. unless you were born here you'll never be able to comprehend the actions of a massachusetts driver.
