Drivers reinstalling when you switch USB ports

Is there any way to keep Vista from having to reinstall the driver fr a device when you move it to a different USB port. we have Group Policy set to not allow the installation of new hardware on computers here at work, and it gets rather annoying when you move someone to a new location and put there mouse in a different usb port it makes you use the admin password to install the mouse. is there anyway other then plugging it back into the same port to get around this?
i only ask because half the time you forget to look where it was plugged in the first time and the other half you forget which one it was in by the time you get it to its new location and it just becomes a royal pain in the butt.
