Drivers problem for Radeon2

After reading many Radeon2 previews articles I'm now wondering what's the problem with ATI.
I cannot understand why a company which is capable of producing such a good chip is not capable of providing drivers of the same level.
Where's the problem?
 
AFAIK, ATi does not produce their drivers in house, but rely on an outside company for them (I could be totally off on this though).

the Radeon drivers right now are very mature, stable and fast. I dont konw why everybody knocks them so much. the Newest beta drivers are great. Performance in WIn2k is up to snuff comparing w/ the Win 9x drivers, no bugs and work with all games i've tried.
 
The quality of the Radeon's drivers is debatable and the more I read, the more I'm convinced that they still have issues. For some people the card seems to work perfectly while for others it's a nightmare.

If that's true that would certainly explain the problems. Technically speaking ATi's hardware is sound; it's the drivers that let them down.
