So this guy back up his car and hits mine. I asked for his DL. He hands it to me and guess what?

His address is a PO box. I never knew they issued Driver's licenses to PO Box addresses.
 
Some people can't get mail at thier houses. My uncle lives out in the middle of nowhere and there's no mail delivery, he has to go to the post office and pick it up.

The purpose of a driver's license is to certify your ability to operate a motor vehicle, not to make you easy to locate for the police.

And if that's the primary method that police use for locating criminals, I think I'll move and just not update my address, then start killing political leaders. They'll never find me. :roll:

They don't. They are issued to people.

No, they visit the post office and ask for the address of whoever owns\uses PO Box X. This is assuming they don't take down your home address when you get the license.
