-Running Windows XP
-Running latest driver for everything with the latest windows update.

Everytime he turns on his computer, he gets Blue Screen of Death with the following error:

driver_Irol_not_less_or_equal

This is either a driver issue or hardware failure and may not be related to IRQ conflicts. I recieved this error on one of my machines because one of the memory sticks was bad.
Try booting with one stick of memory and slowly increasing the number of sticks till it blue screens again. If it is not memory related, start removing hardware like your Sound Card till it goes away. If all that fails, re-install windows and install drivers until it blue screens again.

Good luck.

I'd run memtest before I started pulling sticks of memory out. I had this problem earlier this year and it turned out that my 8 meg Matrox PCI video card didn't like being in the bottom PCI slot. This took over a month for me to figure out.

Boards these days have so much onboard crap that its difficult to pick the right slots and to get a good order for sharing. Just experiment around with your PCI slots and pay close attention to what onboard stuff shares with what slots. I often disable some onboard crap just to get some of my SCSI controllers working correctly.
