Driver issue with ATI cards

Hopefully someone will be able to help me fix a weird problem I am experiencing with my video driver.
The issue I am having is that when I install my ATI drivers, windows will not boot up. It was working fine but, I had a stick of RAM go bad that was causing hard lock-up's.
I first thought it was the video driver since it only happened when playing WoW. After discovering that it was the RAM I tried to reinstall the video driver but, no luck.
I have tried using everything from CAT 5.7-5-11. I used driver cleaner pro in safe mode before each install and still nothing.
I replaced the X850XT that was running in the rig and it works fine in my other computer and my X1950XTX I took out of mine is having the same problem so I am sure it is not a video card problem.
I also can not remove the CCC from Add/remove programs. I get an error saying there is something wrong with the windows/install/ATICCC.msi, file. I tried to locate the file but it is not there.
Anyway, if anyone had ran into this problem I would appreciate your input.
 
Try to boot in safe mode, use driver cleaner, use the search with the ati word to erase any old driver or related file not deleted by Driver Cleaner, delete any ATi folder in your computer, We all know this is not right, but is the only way to get rid off, once you finished deleting any trace of ATi, use Registry Mechanic or equivalent to fix any registry entry problems related to this action, then reboot the system in normal mode and try to reinstall the latest drivers. That happened to me once with my mom's powerful GeForce FX 5200, and it worked. I recommend you to do a System Restore Checkpoint before doing it all just in case.
 
Thanks for your reply! I tried all of that and still nothing. I re-installed windows and it did the same thing. Anyone have any ideas as to what may be the problem?
