Driver install went bad

I installed battlefield 4 today and was given a prompt that my drivers were out of date, I was running 332.21 and figured they would be recent enough so I launched the campaign and it crashed hard.

I downloaded the 335.23, uninstalled the 332.21 like I always do and my screen went black and stayed black, so after a minute I did a hard reset and as soon as windows got to the logon screen I got this error

C:\Windows\system32\WindowsCodecs.dll and something about its not designed to run on windows 7.

Now I can get to my desktop, but cant install any NVidia drivers, I've tried 2 different sets and they stop at different intervals before installing. I tried a system restore which got the 332.21 drivers back but I still get the Windows Codecs error and I cant uninstall or update as I go through the same errors above.

Finally, I can't get into the NVIDIA control panel either...It crashes and says it's stopped working. Any ideas before I reinstall windows??

yes...I was able to restore to this morning and got 332.21's working but still get the C\Windows\system32\WindowsCodecs.dll error and still cant access Nvidia control panel or install new drivers.
