Drive letter assignment on Win98?

Folks,

How are the drive letters assigned on '98? How might one go about changing/removing one? I converted my FAT D: drive to FAT32 using the conversion utility in '98. As a result, I got a new FAT32 Drive E: AND a ghost drive D: which I can't read/write/access at all (Drive not accessible error in explorer). Of course I'd like to remove this drive letter from the system.

Please help.
