Drive in windows says not formatted, yet at prompt I can access. What's wrong?

My system has two hard drives, one slave and one master. While trying to access the slave drive I will get a moment of "lag time" and then be shown a message saying the drive is not formatted and asks if I wished to proceed with a format.

Odd thing with this is that it is indeed formatted with the FAT32 and I can access it at dos prompt. So what exactly is getting me this message and what can I do to fix this issue?
