Drive in an enclosure maxing out at 33MB/s?

I have a 8mb cache ATA/100 WD drive in an SATA enclosure, and the transfer speeds are maxing out at 33MB/s Filesystem Index in Sandra. Jumper settings are what they should be, can anyone explain this?

In the same Sandra, the same enclosure benched 56MB/s with a Hitachi 2mb drive. Is the drive going crazy and defaulting to ATA/33 mode?
