drive image and win 2k dumb question

Hi,
Can I use win 98's boot disk to create bootable disk under win 2k?
I have only win 2k now and I am using drive image to create the images and EZCD to create bootable CDs. EZCD asks for a bootable floppy disk to create the boot CD. Can I just use win 98 floopy? I don't have win 2k boot disk.(how can I make one?)
