Dreamweaver - how to extend borders across the top and down the side witha sliver?

I need to stretch these borders across the top and down the side so they will resize automatically with the window. My site is imported from imageready into dreamweaver. Is it possible to put a table underneath a table so i can set teh sliver as the background and the width to 100%? When I tried to set table width to a 100% with a sliver as a background, it didn't work. Thanks
