Why is it that the animation in that show runs at a slower framerate than your average printed comic book?

b/c that's the way the work thru 1/2 hr programming. where the characters stare each other off for tens of seconds is their lazy way of beefing up time--sort of like double spacing a paper.

A sample conversation from the Dragon Ball Z offices ...
Script writers:"Hahahahah! Super-hyper-mega-kung-fu-power-turbo-Dragon-zeta-quasi-ultra Fireball Shot!!!!"
- "Your skill is much weak! Alpha-bursting-metaphysic-glowing-chi-Nefron Laser Blast!!!!"
Boss: "You can stop now, guys. That's enough for an episode. Hand it over to Ink & Paint, they'll draw four frames or so and it's ready to roll. Get started on next week's clip."
Writers: "Aw, we didn't even get to put tentacle rapage in yet!"
Boss: "Now, you know the rules. We have to produce at least five non-tentacle rape Anime shows yearly to attempt to prove that we're not all sick bastards."

HAHA, And so the artsists draw one pic of goku standing on the ground, one of him flying w/ "speed lines" behind him, and one of the enemy for this episode, then they alternate between showing each one for 15 seconds or so.
