drag and drop transfer software for files between SP and PC?

any software I can install on my smartphone and pc that I can(mostly) just open and drag and drop from my pc and it will show up on my smartphone?

dont care for cloud software. dont bring it up. its not relevant
 
I dont know why there isnt such an app. you move files from the pc to a folder on the pc and after transmnitting it to the phone (in its vicinity) shows up on your pc.

my wife is in the next room says, "gerald send me the video of the nile river you have" I send it through the "linked" folder. a few minutes later, it shows up on her pc "linked: folder.

why so hard?
