Hey fellas! I've been having this sort of issue for about 6 months now. It's quite rare when it happens, usually when I go to a LAN party and remove my computer from it's normal spot - don't ask why, I have no idea. :p

Using the Windows Task Manager, I see about 25% CPU usage, but no process is taking it up. The idle process is usually around 75-80%, but no other process listed uses up any of the missing 25% or so. Using the program called Process Exporer from www.sysinternals.com, I see that "DPCs" or Deferred Procedure Calls is what's eating my CPU time. According to the Windows Task Manager, only my hyperthreaded (virtual CPU) is the one being tasked. The logical one is almost idling or in it's normal 2-3% CPU use when I'm doing nothing.

Here is a screenshot of what I'm talking about. I'm not exactly sure as to go about troubleshooting this. I'm running the latest Kaspersky and Windows Defender, but I can assure you it's not a virus or spyware as there are only but a handful of sites I go to outside of your average/mainstream hardware/photography sites.

Any help towards shedding some light to solve this is greatly appreciated! Just FYI, rebooting doesn't always fix the problem. Sometimes it does, sometimes not. It usually goes away on its own after 5-10 minutes. Sounds are choppy during this time as are my mouse.
