DP55WG Board Troubleshooting

I just put together a PC for my brother with this Intel board, an i7 860, and Mushkin 1600mhz Blackline.

I've removed every unecessary componenet, and swapped PSU and memory and the PC continues to do nothing but power cycle over and over. No code is shown on the boards two-digit LED display, and the "hot_proc" and "hot_vr" LEDs are red. I tried searching for a solution but couldn't find any info on these two LEDs.

A tech from another store seems to think it's a power supply problem "because it keeps trying to start but can't" and I really don't see his logic, even after supplies have been changed.

I'm more or less certain the board will need to go back to Intel, I was hoping you guys had some suggestions.
