Downloads stalling?

I just put together a new computer, and I've found that both Firefox and Internet Explorer are stalling out on file downloads. There doesn't seem to be a pattern to it, and it happens at random points in the download...and once it stalls, it doesn't pick back up.

Anyone have an idea of how to fix this, or what could be causing it?
