downloads pausing themselves??

My computer is on a wired connection. Often when I start a download it pauses (usually within the first few seconds) and I need to manually restart, but then the download completes without issue. No big deal, I just make sure the download is working before doing something else.

So yesterday I try to get TF2 set up with Steam on the kid's laptop on wireless. Note this is a different system, different type of connection, different OS, and different type of download, but Steam does the same thing. It pauses and needs to be manually restarted, just like on my computer??

Only common features are the router, cable modem and ISP?

Any ideas? Will a noisy signal cause a download to pause?
 
If the handshaking between your computer and the server has more errors than it can handle or the speed is too slow they most likely just disconnect you. Yes I would say a noisy signal can very much cause a download to pause. Can you hook the cable directly to the modem to verify that the problem in not the router? If after doing this it continues I'd contact tech support for your cable company and tell them the issues you are having. a bad connection is not unheard of.
