Probably because the version of windows you have has it's parameters optimized for dial up connections that have short packet sizes...and that's not efficient for a high speed connection...
Goto this site, read up on it, and somewhere on there he has a short little script/program that may tweak your settings (harmlessly) so it flys on the big downloads (my downloads from @home speed way up)
