Downloading in Win XP

For some reason, I was downloading in Win XP the other day and it seems that my DL's were really fast. Faster than normal. The speeds would keep going up instead of keep coming down. Why is that? Is there something in XP that is better than 98se/2k?
 
wierd thing was, when i first installed XP i was getting blazing speeds. i mean i was getting 3300 kbps on my cable line when i normally get 2200! but after i shut off the built in personal firewall, i was getting normal speeds again. 2k/XP are much much faster than 98se/ME, but im not too sure if XP is all that much faster than 2k, at least not with me, anymore.
