Download Timeouts and websites hang on load. Whats up with that?

Since I reinstalled XP (just a usual HD format to get rid of the junk) I have not been able to download anything.
It will start to download but just hang there for a while before giving me a time out error.

Same with loading websites. It may load about 1/2 way but just hang there. Sometimes when I refresh the page it will finish loading

EDIT:I have cable internet
