Download speeds steadily go down...

I have DC++ on an internal college network and whenever I start downloading from someone the speeds start off high but gradually decrease until it hits 0. The speeds can start off as high as 1.5MB/s and completely die after less than a minute. This is my laptop that does this. My desktop has no such problem, and I'm sure people on the other end have no trouble uploading at these speeds.

Any ideas on what could be causing my downloading to not function at peak efficiency?
 
Don't have a solid answer for you but try going to dslreports.com and running the tweak test. Sure there is answers there for you.
