Download speeds doubles after restarting computer

After a day or two of heavy downloading my speeds would drop to 4-5mbps. I'll restart my xp machine and it'll go back to 10-12mbps. I have a 15mbps fios connection. What is causing my speeds to go down?
 
Could be a memory leak, could be virus/trojan/spyware/malware ... no way to tell without lookin' at the machine.
