thats more a function of your type of connection and your isp.
Although there are some windows tweaks that are supposed to help, I have never noticed much difference using them.
What you also may want to do is give your system a good going over for adware/malware/trojans.
These pests tend to use up bandwidth unknown to you behind the scenes.

Where are these numbers coming from? Did you run an online speed test or have you just noticed that is your average when downloading something? What are you downloading?
 
download speeds are noted downloading any of the huge MS patchs like SP4 for W2k or SP2 for Win XP. Each system (winXP & Win2K) is connected to the same router, same ISP.
 
Make sure your MTU is set to 1500. You can get the TCPOptimizer from speedguide.net to adjust such registry settings.
