Download files options

Not sure this is the correct forum.
My desktop sends all PDF files I receive on the web via Email to My documents as a saved file.
I do not seem to be able to correct this automatic choice to either save or open the file to read first, so I have no choice but to download every one as a saved file and then open it to read.
I went to Options on my browser, Downloads, check Always ask me where to save files.
Any other type of files will give me the choice of open or save but no the PDF???
Is there any other place to fiddle with??
OS WinXP sp2
Browser Mozilla and Explorer
PDF Foxit Reader as default
Adobe is not installed

In Firefox go to: Tools, Options, Applications .. pdf files ... you can select there what Firefox will do with files.

Actually everything was checked OK, the problem was that did not have Adobe Reader installed, when I loaded the prgms into this new built computer purposely did not install Adobe and instead went with Foxit, it appears that because Adobe was not installed somehow it treated those PDF files as a straight download and was no way to change that, while waiting for a response I went ahead and installed Adobe 9, and now when I select the pdf file automatically opens the file without downloading, if I want to save it just go ahead and can do that.
Strange behavior but I guess Adobe has to be installed even if Foxit is the default.
