Dotted lines thru cursor and icons - VC dying?

On anything but a white background, there are 5 dotted horizontal lines thru in a square around my cursor and all icons. I have updated display drivers with no help. It goes away sometimes after a restart, and others it is there. There are also dotted lines all over the windows splash screen upon restart when I also see it on the desktop.

My VC is two years old, so I fugure this has to be the beginning of the end for this card, right? Is there anthing else I should check that could likely cause this before I start the RMA process?

Test your PSU voltages. DO NOT use a software reading. Instead, grab a DMM or voltmeter and a spare molex connector off the power supply. Hook the DMM's red lead to the yellow wire slot on the molex, and the black lead to a black wire slot. It should read around 12v (under 11.7v is a problem, and over 12.3v is a problem). Repeat with the red wire / black wire, which should read around 3.3v.

Also, run memtest86. If both of these come up ok, I'd suspect it's a dying graphics card.

I have a DMM and I will try that and memtest this weekend. Thank you for the feedback.
