The copying has had negative consequences for everyone involved: users lost the mace and received an alternative weapon instead, the contributor has been banned and will lose out on any proceeds from the sale of the item

Sounds like he didn't actually get any money.

You can design stuff in DOTA 2 and sell it to other players? Is that what that article is saying? I haven't followed DOTA 2 at all so that's just what it looks like.

It's the same as the TF2 workshop. You can design and submit items and if your items get good user reviews it may get implemented in the game. You get a certain amount of the proceeds from any sales of the item in the game.

It's kind of a slow implementation right now because it's the beta and not all heroes have the ability to equip hats yet. However, that makes items more profitable for the individual because it means less competition.
