I was really looking forward to this game and now that I have it, it won't run. This is the error I get:

Edit: I have the Catalyst 4.9, DX 9.0c and SP2, everything else is updated as well.

Looks like it couldnt read two very important config files. Make sure that these two files are in the /base (i think) folder. Did you mess around with these files? If so, did you move them to a different folder?

Also, are your drivers from your chipset and videocard up to date?

ALL my drivers are updated.

You cannot find them? Did you try using Start button > Search? If they're not there, then you need to reinstall the game.
