Don't know how I get so many Internet Explorer problems

Windows 7 64 bit, IE 9.

I get lots of IE issues, some of which I've posted. Another is that sometimes, the top two rows on the screen - one with the URL and some buttons, the second with a list of open tabs - gets chopped in half with white space replacing it on the right half of the screen. I think a restart can fix it but don't know another fix or how to prevent it.

Internet Options/Advanced tab/ Reset IE

Just a guess but good luck! (Get Chrome or Firefox)

Will that close my tabs? I don't want that. The 're-open last session' is very unreliable for re-opening tabs. Sounds like a way to reset it but not fix why it happens?

I've tried Chrome and Firefox but they had their own issues that led to my going back to IE as at least not having some of those issues and being the default.

That option doesn't just close and restart the IE window. It resets all of the IE settings to default to (hopefully) get rid of whatever settings are causing your problem. Yes, it will close your currently open tabs, but I've never had any issue with the 'Reopen Last Browsing Session' option, and if you are concerned about it you can always add the tabs to your bookmarks and open them again from the Favorites list.

With Win 7, it is a good upgrade to go from IE9 to 10. It's free - do it.

And it mysteriously fixed itself now. Who knows why. I don't really want to do that sort of reset and cross my fingers - but the upgrade to 10 is an idea, I'll likely do that soon.

If I just go to Microsoft and download IE 10, does the install process automatically free up the space from 9 (I assume it brings over bookmarks if not settings)?

As an ex user of both, you couldn't recommend worse.
I now use IE10 and Opera, both have technical flaws till certain point so I alternate them when I encounter some problem, but chrome is utterly slow and crap and FF is freezefest.

OP: upgrade to IE10 maybe this bug will go away

do it via windows update, or get it free from MS website
and yes it will transfer your settings from IE9 or IE8

I can't remember the last time FF froze, but it has been years. I tried Opera out once a last year (before that it had been several years), and that junk froze on me once a day. Seemed not to like more than a couple tabs open at a time, and man was it a memory hog.

Haven't had too many issues with IE, I honestly just don't like it. FF was the first browser I used with tabs, and I have found no browser out there that beats it.
